Ministry of Energy has relaunched the call for PNRR – Pillar I. Green transition – Component C6. Energy, Investment I.2 – Renewable gas distribution infrastructure (use of natural gas in combination with green hydrogen as a transition measure), as well as green hydrogen production capacities and/or its use for electricity storage – sub-measure 2.2 – Supporting investments in building capacities for the production of green hydrogen in electrolysis facilities)”. At the same time, the competitive procedure was relaunched – State aid scheme with the objective of supporting investments in building capacities for the production of green hydrogen in electrolysis plants.

Intensity: it is financed up to 100% of the value of the eligible expenses.
Eligible projects
Within this specific objective, it will be possible to finance projects whose objective is the implementation of the following action:
Building new capacity in electrolysis facilities, including expanding green hydrogen production capacity for green hydrogen production.
There are no restrictions regarding the technologies used.
The following activities provided for in the project are eligible:
- Acquisition of facilities/equipment for building new capacities, including expansion of green hydrogen production capacities
With maximum values up to 4.3 Meuro/MWH2 out.
- Storage capacity
The storage capacity, as a component of the technological process of green hydrogen production (complete production stations with a capacity to supply hydrogen via a storage facility), must be proportional to the production capacity. In the framework of the project, expenses with the storage capacity will be settled within the limit of 20% of the value of the state aid.
Eligible expenses
- expenses for land development;
- expenses with facilities for environmental protection and bringing to the initial state;
- expenses for providing the utilities necessary for the objective;
- expenses for the payment of site managers;
- expenses for constructions and installations;
- equipment expenses (machinery, equipment with and without installation, equipment);
- expenses with intangible assets;
- expenses for construction works and installations related to site organization;
- expenses related to site organization;
- miscellaneous and unforeseen expenses;
- expenses for the training of operating personnel;
- expenses for technological samples and tests.
