CONTEXT According to the National Strategic Plan of Romania – the support measure entitled DR 26 – Establishment of irrigation systems is established.
Eligible applicants: SMEs, large enterprises, agricultural cooperatives, as well as newly established ones are eligible applicants for these intervention measures, provided that they do not fall into the category of companies in difficulty and do not register outstanding debts to the state or local budget.
Also, at the time of signing the financing contract, the beneficiaries must bring proof of co-financing of the projects: account statement/letter of convenience/credit contract. Maximum amount and intensity of financing:
The maximum amount of state aid is EUR 500,000 per enterprise, a maximum of 65% non-refundable of the amount of eligible expenses.
Eligibility conditions: – The applicant must provide proof of ownership of the land/physical asset related to the investment, and if the land is owned by the state/territorial administrative units, present the consent of its administrator for the investment.
The investment targets areas of agricultural land that are not served by an existing irrigation infrastructure under the administration/property of ANIF/FOUAI/OUAI.
The investment provides for water metering – The irrigation system proposed by the project is not fed from a body of water whose condition has been identified as unsatisfactory in the corresponding watershed management plan for reasons related to the amount of water – Annex 7.
Eligible expenses: – The establishment of local irrigation systems at the farm level, including the installation of water metering systems, the construction/modernization of irrigation water collection and storage basins, as well as investments aimed at using reclaimed water as an alternative source of water supply.
Expenses related to the general costs of the project for consulting, design, monitoring and management, including fees for advice on economic and environmental sustainability, fees for issuing certificates, as well as those related to obtaining the opinions, agreements and authorizations necessary for the implementation of the projects, provided for in the national legislation .
