500 million euros dedicated to energy efficiency for the business environment

1) State aid scheme to support SMEs and large enterprises in the implementation of measures to improve the energy efficiency of industrial buildings and ancillary constructions and buildings for the provision of services and ancillary constructions at the enterprise level – 200 million euros

The State Aid Scheme for supporting SMEs and large enterprises aims to improve the energy efficiency of industrial buildings and ancillary constructions through thermal rehabilitation works. This program, approved by OMIPE no. 2613/27.09.2022, covers external walls, windows, carpentry, floor above the last level, floor above the basement, frames and coverings, and measures to strengthen the building, excluding seismic strengthening.

The program is comprised of two calls for projects, each worth 200 million euros, and both are available through IMM Recover. The deadline for submissions will be determined in accordance with the POIM performance framework, and projects will be chosen through a competitive process.

2) State scheme for investments intended to promote the production of energy from renewable sources for own consumption at the level of enterprises – 200 million euros

The following projects are eligible for funding:

  • Investments in equipment, technology and machinery required for producing energy from renewable sources, excluding biomass, for personal consumption, within the specific production capacity defined by the prosumer under Article 3, Point 95, of the Law No. 123/2012 on electricity and natural gas, along with any subsequent amendments. The category of renewable energy sources includes sources mentioned in Article 2, letter m), of the Emergency Ordinance No. 112/2022.

  • Upgrades, renovations or expansion of energy production facilities from renewable energy sources, which includes adding new facilities to existing cogeneration or trigeneration setups.

The available budget is 200 million euros, comprised of 170 million euros in non-refundable external funds from the Cohesion Fund and 30 million euros from the state budget.

3) Minimis aid scheme for energy efficiency at the enterprise level – 100 million euros

Funding covers:

  • Upgrades to building technical systems, including the preparation of buildings for smart solutions and the installation of heating, ventilation and air conditioning systems, as well as passive cooling systems and related equipment;

  • The replacement of conventional lighting fixtures with energy-efficient and long-lasting lighting fixtures;

  • The implementation of energy management systems to increase efficiency and monitor energy consumption, including the installation of smart systems for energy management and monitoring;

  • Other activities aimed at achieving project goals, such as the installation of summer shading systems, elevator upgrades, electrical circuit replacements, facade repairs, electric vehicle charging stations, and the necessary wiring.
